The LGGR is a cost-recovery mechanism designed to offset the incremental expenses incurred by RCL in procuring and utilizing IMO-compliant low-sulphur marine fuel (LSMFO), in accordance with the International Maritime Organization’s (IMO) global sulphur cap regulation that entered into force on 1 January 2020.  

Under this regulation, the maximum allowable sulphur content in marine fuel oil was reduced from 3.5% to 0.5% m/m. To comply, RCL transitioned to cleaner-burning fuels—thereby contributing to the reduction of sulphur oxide (SOₓ) emissions and supporting broader environmental and public health objectives aligned with international maritime sustainability goals.  

This announcement confirms the continued applicability of the LGGR for September 2026; however, it does not disclose the specific surcharge rate or monetary value for that month. Consequently, no quantitative LGGR figure can be determined or published based solely on this communication.
