The revised PSS, effective for cargo loaded on board vessels from 25 October 2026, shall remain in force until further notice.  

Scope of the Southwest Africa PSS:  

• Applicable rate: USD 800 per twenty-foot equivalent unit (TEU), inclusive of all standard container types (e.g., dry, reefer, high-cube).  

• Origin coverage: All exports from the People’s Republic of China, the Republic of Korea, Japan, Southeast Asian nations, and Oceania.  

• Destination coverage:  

  – Angola: Luanda, Lobito, Cabinda  

  – Republic of the Congo: Pointe-Noire  

  – Democratic Republic of the Congo: Matadi, Boma  

  – Gabon: Libreville, Port-Gentil  

  – Cameroon: Kribi, Douala  

  – Namibia: Walvis Bay  

  – Equatorial Guinea: Bata, Malabo
