Hapag-Lloyd Network Alert: New Malaysia Regulations Take Effect

This mandate, issued by the Royal Malaysian Customs Department, stipulates that only containers accompanied by a valid and fully compliant K5 export manifest may be loaded onto vessels.  


To ensure timely manifest submission, customers are required to provide complete and accurate Shipping Instructions no later than 48 hours prior to the vessel’s estimated time of arrival (ETA) at the Malaysian port of loading.  

For cargo transiting through Malaysia, the corresponding K6 transshipment manifest data must likewise be submitted no later than 48 hours before the vessel’s ETA at the designated transshipment port. 

Containers associated with incomplete, inaccurate, or late-submitted Shipping Instructions risk exclusion from the approved manifest. Consequently, port authorities may withhold loading authorization, resulting in cargo rollover to subsequent sailings.  

Hapag-Lloyd advises that customers remain liable for any costs arising from such delays or rollovers—including demurrage, detention, storage, and rebooking fees—pursuant to applicable contractual terms and local regulations.  

The requirement will be uniformly enforced at Westports, Northport, and the Port of Tanjung Pelepas, in full alignment with Malaysian customs legislation.  

The 48-hour submission deadline remains effective until further notice. Hapag-Lloyd reserves the right to reassess this cut-off timeline based on operational experience and regulatory developments.
