The SCMTR framework governs all sea cargo movements between Indian gateway ports and foreign ports. It mandates the submission of two core regulatory documents: the Sea Arrival Manifest (SAM) for imports and the Sea Departure Manifest (SDM) for exports.
Customer compliance guidance
Hapag-Lloyd advises shippers, freight forwarders, NVOCCs, consolidators, and other stakeholders to fully utilize the extended transition period to ensure readiness for full SCMTR compliance. Key requirements include:
Timely submission of complete and accurate Shipping Instructions;
Precise declaration of Shipping Bill and Port Community Identification Number (PCIN) details;
Completion and timely updating of Container Status Notification (CSN) filings where applicable;
Consistency of all data across Shipping Instructions, Shipping Bills, House Bills of Lading, and SCMTR submissions—including Harmonized System Nomenclature (HSN) codes, Importer Exporter Code (IEC) or Permanent Account Number (PAN), registered addresses, and contact information.
Additionally, NVOCCs, consolidators, and other regulated entities must complete mandatory SCMTR registrations and fulfill associated bond obligations with Indian customs authorities.
Failure to submit required information accurately or within stipulated deadlines will result in the shipper assuming direct responsibility for filing the Export General Manifest (EGM) with Indian Customs.
Import-related deadlines and procedures
For SAM submissions, Hapag-Lloyd requires all shipment-level data—including consignee, commodity description, HSN code, container details, and documentation references—to be finalized and submitted no later than 96 hours prior to the vessel’s estimated time of arrival (ETA) at the Indian port.
Should critical SAM data remain incomplete 48 hours before ETA, Hapag-Lloyd will, per SCMTR provisions, file a Remain-on-Board (ROB) declaration to facilitate customs clearance while preserving cargo integrity.
Regarding CSN filings, Hapag-Lloyd specifies the following ISO container type codes:
Code 2200 for 20-foot general-purpose dry containers;
Code 4200 for 40-foot general-purpose dry containers.
Customers utilizing non-standard or alternative ISO codes must notify Hapag-Lloyd in advance for technical validation and approval.
