The KRA launched the ACD electronic platform on 3 August 2026. This regulatory measure applies uniformly to all containerized import cargo destined for Kenyan ports, irrespective of origin or consignee.  

Under the new regulation, shippers, exporters, and freight forwarders are required to obtain a valid ACD Reference Code prior to vessel loading. Crucially, this code must be explicitly incorporated into the final, non-negotiable Bill of Lading—no shipment may depart for Kenya without such inclusion.  

Scope of application  

The ACD requirement covers all containerized import cargo arriving at Kenyan seaports, including transshipments destined for inland locations via Kenyan ports.  

ACD reference number format  

The ACD reference number is a unique 15-character alphanumeric identifier, structured as follows:  

• Prefix “ACDKE”: denotes the system name and country code (Kenya);  

• Four-digit year (e.g., “2026”);  

• Six-digit sequential number assigned by the KRA (e.g., “004324”).  

Example: ACDKE2026004324  

Procedure for obtaining an ACD reference number  

Applicants must complete the following steps via the official KRA ACD portal:  

• Register as a new user or log in to an existing account;  

• Submit the requisite supporting documents to generate a draft ACD;  

• Settle all applicable statutory fees to obtain the final, validated ACD certificate;

• Clearly print the full 15-digit ACD reference number on the final Bill of Lading prior to shipment release.  

Required supporting documents  

The following documents must be uploaded in digital format during the ACD application process:  

• Draft Bill of Lading;  

• Commercial invoice (itemized, with full description, value, and currency);  

• Freight invoice (specifying charges, incoterms, and payment terms);  

• Export declaration (as mandated by the exporting country’s customs authority).
