The PSS applies uniformly across all standard and specialized container types—including 20-foot and 40-foot dry containers, refrigerated (reefer) units, high-cube variants, and other special-purpose equipment. It is levied on all voyages with estimated time of departure (ETD) on or after June 8, 2026.  

The surcharge is structured as follows: USD 500 per TEU (20-foot equivalent unit) and USD 1,000 per FEU (40-foot equivalent unit).  

All underlying ocean freight rates, as well as existing bunker adjustment factors (BAF), security-related surcharges (e.g., ISPS, AMS, AEO), and terminal handling charges (THC), remain unaffected. Applicable local charges, regulatory fees, and contingency surcharges—where permitted under contractual terms and local regulations—may be billed separately.
