The PSS applies uniformly to all standard cargo types unless explicitly exempted under contractual terms or service-specific conditions. The surcharge is destination-specific and levied on a per-container basis as follows:  

• Mombasa, Kenya: USD 300 per twenty-foot equivalent unit (TEU)  

• Dar es Salaam, Tanzania: USD 200 per TEU  

• Beira, Mozambique: USD 300 per TEU  

• Maputo, Mozambique: USD 100 per TEU  

• Nacala, Mozambique: USD 100 per TEU  

• Toamasina (formerly Tamatave), Madagascar: USD 400 per forty-foot equivalent unit (FEU); this charge applies exclusively to 40-foot containers and is not assessed on 20-foot units  

Shippers and consignees with cargo scheduled for export on the above trade lanes from May 21, 2026 onward are advised to incorporate the applicable PSS into their freight cost planning and commercial negotiations without delay.
