The surcharge applies to both import and export cargo shipments transported via inland waterway barges on the Rhine, and shall remain in effect until further notice. Applicable rates are determined based on real-time water level measurements recorded at four official gauging stations: Kaub, Cologne, Duisburg-Ruhrort, and Emmerich.
Hapag-Lloyd advises that sustained low water levels may severely impair barge navigability and operational feasibility. Vessel transit—and thus guaranteed cargo transportation—cannot be assured when water levels fall to or below the following critical thresholds:
• Emmerich: 30 cm
• Duisburg-Ruhrort: 180 cm
• Cologne: 105 cm
• Kaub: 80 cm
For water levels below the lowest tier published in the respective rate tables, charges will be determined on a case-by-case basis through prior agreement between Hapag-Lloyd and the customer.
