Durban Gateway Terminal (DGT), operated by ICTSI, has temporarily waived terminal storage charges as part of its ongoing recovery initiative to restore operational stability following congestion and service disruption. These challenges arose during the transition to the Navis N4 terminal operating system, which resulted in container backlogs and impaired cargo throughput.


To support stakeholders during this period, DGT has implemented the following measures:  

— Waiver of import and export storage charges for containers physically present at the terminal during the recovery phase;  

— Enhanced transparency through regular publication of import storage status, export stack availability, and vessel schedule updates;  

— Coordination with shipping lines to encourage extended free time allowances and demurrage relief for affected customers.

Separately, Maersk has introduced a Durban Congestion Surcharge applicable to import containers originating from the Far East Asia, Indian Subcontinent, and Middle East regions. The surcharge is set at USD 250 per twenty-foot equivalent unit (TEU) and USD 500 per forty-foot equivalent unit (FEU), and applies uniformly across all Durban terminals, irrespective of handling location.

This surcharge became effective on 15 September 2024 for non-FMC-regulated trades. For shipments from Vietnam and South Korea—both subject to U.S. Federal Maritime Commission (FMC) tariff filing requirements—the effective date aligns with applicable regulatory timelines.

In addition, Maersk has temporarily suspended its Cato Ridge Drop-Off Fee for Durban-bound cargo. This suspension reflects elevated depot utilisation and constrained storage capacity across the Durban logistics network, both consequences of sustained congestion and associated supply chain disruptions. The suspension remains in effect until further notice.

DGT continues to issue periodic operational advisories as it advances efforts to improve terminal fluidity, reduce dwell times, and normalise container handling performance.
