The revised Europe Environment Surcharge will enter into force from 1 October to 31 December 2026, and is applicable to all contracts covering non-FMC trades, FMC-regulated trades and Canada-bound/related shipments.
ONE conducts a quarterly review of the surcharge and reserves the right to adjust the tariff with prior notification.
ONE expands surcharge coverage to United Kingdom-bound cargo
ONE launched the Europe Environment Surcharge on 1 January 2025 to address evolving environmental regulatory requirements.
From 1 July 2026, the carrier is required to surrender United Kingdom Emission Allowances for 100% of its verified greenhouse gas emissions covered by the expanded UK Emissions Trading Scheme.
Accordingly, ONE has extended the surcharge scope to cover all cargo moving to and from the United Kingdom.
In parallel, the European Union Emissions Trading System entered its full compliance phase on 1 January 2026. Carriers are now mandated to surrender emission allowances covering 100% of verified emissions, up from 70% in 2025.
The expanded emissions accounting framework also includes methane and nitrous oxide emissions.
This surcharge will not be levied separately on export cargo originating from China. Instead, ONE will incorporate the corresponding Europe Environment Surcharge amount into the base freight rate.
For FMC-regulated trades, this announcement covers jurisdictions including the United States, American Samoa, Puerto Rico, Guam, Saipan and Hawaii.
