CMA introduces PSS from China to West Africa

The PSS will take effect on 6 April 2026 (based on bill-of-lading date), subject to ongoing review and remaining in force until further notice. The surcharge applies uniformly to all cargo types—including dry, refrigerated, and special-purpose containers—and is applicable to both short-term contracts and spot-market shipments, consistent with industry-standard peak-season cost-recovery practices.  

The rate is set at USD 500 per TEU (Twenty-foot Equivalent Unit).  

Covered destinations include major ports across the West Africa Central Range, specifically: Nigeria, Côte d’Ivoire, Benin, Ghana, Togo, and Equatorial Guinea. All shipments to these countries—regardless of consignee or contractual arrangement—will be subject to the PSS upon meeting the effective-date criteria.
